(1) Cartography is primarily done through security, though there are periodic stirrings of the community outreach folks in charge of rations and food distribution developing some kind of agricultural department instead. In theory, Alina could try to make headway with Rémi, and listen to the right rumors around community outreach to find the folks who want to look into farming. They'd likely love the help of a land surveyor.
(2) Characters can absolutely help out with community outreach. These groups help out with scheduling, resource management, and the kind of collective volunteer work that you'd see out of a PTA. While hatchlings won't be trusted quite yet with information about supply totals, they would be welcome to help box rations, run errands and make deliveries around the basecamp, or go on supply runs to the Adamant for more salvage. (A security escort would be provided to protect these folks, but not required of others visiting the Adamant.)
