While PCs will not be stopped from setting up their own booths, the NPCs will be put off by the notion of anyone acting like they know their way around this alien planet better than they do. They will view Matthias (or anyone else)'s methods as out of context, under-informed, and presumptuous, so he shouldn't expect any NPC sign-ups to his efforts. That said, we encourage you to feel free to rally PC efforts! Efforts to engage NPCs will require authority and credibility to be built up through community participation over time.
